    Ms. Huang Zhenglan, a 46-year-old Falun Gong practitioner from Changshou District, Chongqing, was held in a mental hospital by agents from the 610 Office right after she was released from a forced labor camp.

    Ms. Huang ended her prison term in the Chongqing Women's Forced Labor Camp on February 3, 2010. Between 2:00 and 3:00 p.m., Li Jinrong, secretary of Bake Town CCP Political and Judiciary Committee in Changshou District and four agents met Ms. Huang at the camp. Li told Ms. Huang that they would take her home. Between 3:00 and 4:00 p.m., they instead took her to Yanjia Mental Hospital and had her admitted as an inpatient in Ward 2. The ward director asked Li to get the patient's address and documents verifying mental illness from the patient's neighborhood committee. Li had the documents sent to the hospital on the afternoon of February 4, 2010.

    Ms. Huang has been repeatedly persecuted. This is the second time that the 610 Office has persecuted her by putting her in a mental hospital.

    In 2000, she was arrested while she was appealing for the right to practice Falun Gong in Beijing. She was sentenced to four years and imprisoned at the Yongchuan Women's Prison.

    In 2005, she was sentenced to two years of forced labor for upholding her belief in Falun Gong. She was tortured during her imprisonment. In the meantime, agents from the 610 Office threatened her family and forced her husband to divorce her.

    After her release, the staff from the village committee, town government, and officers from the town police station frequently harassed her at her home. At around 11:00 a.m. on September 29, 2007, Che Huaibing, head of the village, Dai Shangying; the judicial agent of Bake Town; and others arrested her and held her at a brainwashing center in Wangxiangtai Mountain Villa in Yubei District, Chongqing City. On October 6, 2007, Chao Zhanyue, head of Bake Town Militia, Dai Shangying and others held her in Yanjia Mental Hospital. They did not allow her to contact anyone and subjected her to unknown drugs. She was finally released because money ran out for the hospital charges.

    In February 2009, Ms. Huang was arrested for distributing Falun Gong fliers in town, and was imprisoned at the Chabao Women's Forced Labor Camp in Chongqing.
