A year has passed since the "April 25th Zhongnanhai incident" , and it has also been over a year of continuous suppression on Falun Gong by a handful of rogues in power in China. What surprises the suppressors is that more and more countries and people have come to know the truth behind the suppression, openly support Falun Gong, pay tribute to Zhen-Shan-Ren (Truthfulness-Benevolence-Forbearance), and expose and condemn the brutal acts of these suppressors. Yet, in Mainland China, due to the suppressor's media monopoly, people have been swamped by lies, and some still have misunderstandings about the "April 25th Incident".

In view of this situation, as a veteran Falun Dafa practitioner, I feel it necessary to expose a multitude of evil conspiracies Luo Gan and his accomplices had been carrying out before "April 25th", and to explain the inevitability of the "April 25th incident". It will also be made clear that Luo Gan and his accomplices are true criminals, in history, who conspired prior to the "April 25th Zhongnanhai incident" and further framed Falun Dafa based on this incident.

I. First Half of 1996

The Central Committee's nine-person-directorate on "Qigong and Science of the Human Body" decided to put the State Physical Culture and Sports Commission in charge of Qigong activities based on the intention of the State Council. The Commission of Science, Technology and Industry for National Defense made the formal decision that "China Qigong Association" is no longer its affiliation.

In line with the intention of the Central Committee, as well as to maintain a correct, pure, consistent and infallible development of Dafa at the same time, Teacher Li was the first to decide to withdraw from the "China Qigong Association" whose purpose had become exclusively to make money. He also declared that he no longer be a "directly affiliated Qigong master". This action shook the nerves of a couple of Qigong scoundrels, and they started to make trouble. They made use of a couple of malcontents in Changchun who had been thrown out of Falun Gong because of their attempts to make money from Falun Gong. These rascals planted evidence, spread rumors, and used other despicable means, as well as fabricating "material" to attack Teacher Li and Falun Dafa. This material was distributed as "documents" from the China Qigong Association to provincial Qigong associations across the country. They were also submitted to the Ministries that were part of the Central Committee's nine-person-directorate on "Qigong and Science of Human Body" (including the State Physical Culture and Sports Commission, Ministry of Civil Affairs, and Ministry of Public Security, Ministry of National Defense).

The director of the State Physical Culture and Sports Commission, Wu Shaozu, and other leaders were quick to point out, based on their deep understanding of qigong and other popular activities, that "China Qigong Association" was a non-governmental, unofficial entity. It is illegal for the association to be organized hierarchically and to distribute its "documents" officially. The activities of this association had in fact been confronting the state's administrative departments. The Ministry of Civil Affairs soon nullified the registration of "China Qigong Association" on the grounds that it was not an officially affiliated entity. It was also ordered that the association find an organization or unit that is willing to take charge of it before it applied to the Ministry of Civil Affairs again for approval to be a legal association.

Yet, Luo gan, who is in charge of the Commission of Politics and Law, and Ding Guangen, from the Propaganda Department of the Central Committee, instigated and stirred up the following incidents against Falun Dafa in order to raise their personal political stakes:

(1) "Guangming Daily" incident. In a commentary titled "Warning Siren Needs Constant Blowing Against the Pseudo-Science", it was the first time the book Zhuan Falun, which was ranked at the top of the list of "most popular books", was quoted out of context, and criticized.

(2) Under instigation from the Propaganda Department of the Central Committee, the Press and Publications Administration distributed internal documents to pressure all the Publication Bureaus nationwide to ban the publication of Zhuan Falun, China Falun Gong, and other Falun Dafa books because they were "spreading superstition";

(3) Subsequently, under the instigation of Luo Gang and his cohorts, public security agencies started the first nationwide secret investigation into Falun Gong. They focused on finding fault and gathering evidence in preparation of banning Falun Gong.

After the above incidents, tens of thousands of Dafa practitioners have stood up to send letters to the relevant departments of the Central Government. In the letters they recounted with kind and peaceful hearts the great benefits Dafa had brought to their bodies and spirits. They validated Dafa as the great Fa of high virtue that has benefited the country and its people. This has enabled many departments to have a first-hand understanding of Dafa for the first time, and it has, through the above-mentioned incidents, also let a large group of people with pre-destined relationships obtain the Fa and benefit from it. At the same time, the open and covert investigations of public security agencies not only failed to generate any "illegal" evidence, but a substantial number of public security agents who had direct contact with Dafa have walked into the ranks of practitioners....

Yet, the tree may crave calm, but the ever-blowing wind may render it impossible to get the calmness. Please take a look at --

II. Year of 1997

(1) The "China Buddhism Association" controlled by the Bureau of Religious Affairs launched an attack. It published articles in its organization's magazine "Voice of Dharma" attacking Falun Dafa and Teacher Li. From then on, the religious affairs bureaus in various parts of the country started their planned attack on Falun Dafa. Some provinces and municipalities even directed monks in temples to post the "attacking" articles published in the "Voice of Dharma";

(2) In June, the brother-in-law of Luo Gan, He Zuxiu, started attacking Falun Gong in the "Month of Science and Technology Events" in Guangdong Province;

(3) The second half of 1997 (around October), a terminally ill journalist practiced Falun Gong and saw no improvement in his physical condition and eventually died. Local newspapers then published an article titled "Falun Gong -- An Evil Folk Cult", viciously attacking Falun Dafa. Newspapers across the country, under the instigation of relevant departments, rushed to reprint this article. They embellished, grafted and made up outright lies. Some even burned the "well-wishing" letters from numerous Falun Gong practitioners, and continued the attack. They didn't stop until many practitioners voluntarily went to the news agencies to express their concerns about the situation. At the same time, many practitioners wrote letters to leaders in the Central Committee.

It is worth pointing out that the people in charge of many newspaper offices, after listening carefully to the sincere and calm statements from Dafa practitioners, came to know the truth, and made objective and fair corrections, and some even published apologies in newspapers. This, once again, objectively and inadvertently gave impetus to the spread of Dafa.

At the end of 1997, Teacher Li suggested that the Falun Dafa Research Society send several notices to the assistance centers in various parts of the country, in light of the rapid development of Dafa inside China. This was also done with the objective of being responsible to the society and relieving the concerns of public security departments. The two main points of the notices were that (1) Assistance centers/stations should be voluntarily formed by local practitioners, and should be based in parks and/or practice sites. Never establish any assistance centers that are hierarchical, such as general assistance centers and/or sub-assistance centers. (2) Everything done that is related to Dafa has to be righteous. Assistance centers can never publish their own material and collect or keep even one penny. The publication of Dafa books has to go through formal distribution channels in society, and we will let everyday people in relevant departments, companies in the society run the publication. Even if there were a shortage of books for the time being, we would prefer to have veteran practitioners hand copy the books for newcomers, rather than compromise the rule.

Teacher Li had set up strict requirements for practitioners on the above issues. The assistance centers in various parts of the country, when facing pressure from all sides of the society, had always taken the high road by enduring humiliation without complaints or ill feeling, thus dissolving many misunderstandings. Despite the efforts Teacher Li and Falun Gong practitioners have made, Luo Gan, He Zexiu and their cohorts did not let the issue drop at that point. III. Year of 1998

(1) Beginning of the year. The "Beijing TV Station" incident, as widely believed, was single-handedly directed by the brothers-in-law, He Zexiu and Luo Gan;

(2) Subsequently, He Zexiu was warned by public security departments and was asked not to stir up the incidents, not to cause incidents that distort the truth. Nevertheless, backed by Luo Gan, he further intensified his activities using the excuse of making speeches against "pseudo-science", speaking all over the country, attributing large parts of the speech to attacking Beijing practitioners' appealing to the TV station as "violent acts", "besiege", etc.

(3) Immediately following this, under the instigation of Luo Gan, the 10th Bureau of Public Security Ministry issued documents to investigate and frame Falun Gong. In the issued documents, the nature of and the conclusion on Falun Gong had been defined prior to investigation. Fabricated and planted charges were thrown against Falun Gong. They also made up rumors and slandered to mislead grass-root public security offices, causing some severely illegal actions of detaining and punishing Dafa practitioners in Liaoning Province and other places.

In view of this serious situation, many Dafa practitioners in the party, government, military, and intellectuals circles in Beijing wrote jointly to the leaders in the Central Committee. Some authoritative legal specialists also made a legal analyses of this investigation with its pre-defined agenda and concluded it was "illegal". All these efforts prevented the incident from spreading widely. However, the instructions written by Premier Zhu Rongji fell into the hands of Luo Gan. He blocked the instructions and did not distribute it to the lower government agencies, and an even larger conspiracy was under way...

IV. Second Half of 1998

The strategy for using propaganda against Falun Gong in media circles was changed. Under the instigation of relevant departments of the Central Committee, a magazine affiliated with the Press and Publications Bureau of Inner Mongolia made ingenious use of the last issue before the name of the magazine was changed to publish an article viciously attacking Dafa and its founder. The magazine was quickly distributed to the entire country. When practitioners made telephone inquiries, the publishers used the excuse that "the magazine had been put out of circulation" to defend themselves. When this conspiracy was disclosed and they had to issue documents to recall the magazine, some of the people in charge of the magazine claimed, "Higher officials (implying the Press and Publications Administration and the Propaganda Department of the Central Committee) told us not to apologize. This is because you are not a registered association."

A book entitled "China Evil Cults" was published in the name of the "People's Press in Tibet" and printed in a printing house in Chengdu, Sichuan Province. In this book, Falun Gong was attacked. The book was distributed to the entire country. When local practitioners inquired into this incident, neither the press nor publication bureaus in either province admitted any responsibility. They claimed that the book was "a pirated, underground print with stolen book numbers". Yet insiders told our practitioners that the "pirate" was well connected, and they should not investigate the incident.

Immediately after this, the Department of Public Security issued internal documents, "internally categorizing" Falun Gong as an "evil cult". The contact persons for Falun Dafa in different parts of the county were under surveillance, and their telephones were wiretapped.

At the end of that year, an editorial entitled "Watch Falun Gong's illegal activities in Gansu Province" was published by Xinhua News Agency Gansu Branch in its "Xinhua News Agency Internal Reference". This report falsely connected activities of witches and other self-claimed deities in the countryside of this province to Falun Gong. The Branch Xinhua Agencies in different provinces reprinted this report one after another, and with embellishment, some attached "situations" in its own provinces to the article. These are basically all hearsays and rumors. Because "Internal Reference" was for high-ranking officials in various departments/bureaus of different provinces to read, it had a very negative impact on the officials and cadres of these departments/bureaus. Because of this, the large-scale experience sharing conferences and group practices in various provinces were interfered with and blocked one after another. Even in provinces and cities where Dafa assistance centers were formally registered and affiliated, such as Shanghai, Guangdong, Guangxi, Hubei, Changchun, etc., many proper activities had to be cancelled or had their forms altered. This caused many difficulties to practitioners' normal cultivation practice.

The year was now 1999. Luo Gan's in-laws' conspiracy was unfolding step by step. There were a lot of rumors at that time, such as the saying that the "ban" on Falun Gong was to take place on a certain month. Some said it would take place after the ban on the "Chinese Gong" (anther kind of qigong taught in China), some others said it would be after the returning of Macau to China, while some others said it would be after the military parade on October 1st - the national day. Yet, He Zexiu could wait no longer than April to jump out and caused the "Tianjin Incident". Subsequently, under the careful arrangement of Luo Gan, the "Zhongnanhai 10,000 People Petition Incident" was directed, and due to the narrow mindedness and arrogant dominance of Jiang Zemin, the goal of comprehensively suppressing Falun Gong was achieved on "July 20th".

From the above incidents, it should be clearly seen that the "April 25th Zhongnanhai Incident" and the "Tianjin Incident", which touched off the former, were a grand climax to the series of conspiracies by Luo Gan and his accomplice's attempt to frame and suppress Falun Gong. Therefore, it can be said that even without the "April 25th" incident, actions, like these, to crack down on Falun Gong would have taken place sooner or later. The vicious intent to frame and attack Falun Dafa and its founder through the conspiracy of Luo Gan and his accomplice will not change just because Dafa practitioners' endured humiliation and showed their sincerity and kindness. This is because Luo Gan and a handful of other rogues in the Chinese Communist Party are bound to do so out of their own political purposes.

Of course, their suppression will not succeed, as can be seen from the ever-increasing development of Falun Dafa around the world in the year since July 20th. This has somewhat loudly stated that evil, viciousness, and brutality can never supersede Zhen-Shan-Ren (Truthfulness, Benevolence, Tolerance), which is the great law of the universe and the fundamental characteristic that is present in each and every thing. The long-conspiratorial suppression planned by Luo Gan and his accomplice caused a deep misfortune to the Chinese people as a nation. Their evil acts are immense. What await them are the heavenly punishment and the judgement of history.
