1. Mr. Mou Lunhui is a Falun Gong practitioner from the Wanzhou District, Chongqing. At 11 p.m. on December 30, 2008, as he was passing Jiuchichang Town on his way home after visiting a friend on some private business, he came across a group of local police officers from the Public Security office of Jiuchichang Town. Zhou Shiyin, Pan Ronghan, and Zhang Shimao were on their way to capture a burglar. Zhou and Pan had persecuted Mr. Mou many times. When they saw him, they gave up the burglar and turned to arrest him. Mr. Mou protested the arrest but was cruelly beaten till he fell unconscious. He was then taken to the Guanyinyan Police Station and later detained for 15 days in the Lijiahe Detention Center. Afterward, he was secretly sent to the Tangfang Forced Labor Camp, which is located in the Wanzhou District. Keeping Mr. Mou's family uninformed about his arrest, the police then transferred him to the Xishanping Forced Labor Camp in Chongqing, after sentencing him to 21 months of forced labor.

What had Mr. Mou done to distract these Chinese Communist Party (CCP) officers, diverting their attention from a burglar to focus on him when they crossed paths? Why is it more important to arrest a Falun Gong practitioner than a burglar? The law in China claims to protect its civilians—with the exception of Falun Gong practitioners. According to the CCP officials, Mr. Mou does not have any civil rights, which led them to make this egregious arrest.

2. Let's consider another incident that happened in Hebei Province. At about 2:40 a.m. on June 25, 2010, Ms. Han Xinlin, a Falun Gong practitioner from Qinghuangdao City, was walking to her night shift. When she passed by the city's Jiaoyunli flyover, two villains jumped out at her and tried to assault her. She resolutely resisted and ran away while calling out for help. The villains seized her handbag and found some Falun Gong materials in it. They threatened that they would report her to the police unless she submitted to them, but she refused. The villains then dialed 110 and reported her to the police.

It was not long before two police officers arrived. The villains claimed that they were subordinates of the local gang leader Dazheng. The police understood and hinted at them not to say more for fear that their connections with other villains would be revealed. Ms. Han told the police about the assault, but they simply refused to listen and let the criminals leave. They then arrested Ms. Han and took her to the Jianshe Street Police Station of Qinghuangdao City.

In the station, the officers did not asked her any questions about the assault but interrogated her about practicing Falun Gong. They took her keys and went to ransack her home without a search warrant and without informing her family beforehand. They detained her for more than 10 days in a detention center and then sentenced her to forced labor.

In this incident, the guilty ones, the actual criminals, boldly accused their victim solely for being a Falun Gong practitioner. The police officers and the CCP authorities then sentenced her to forced labor without hesitation, although she did nothing wrong.

3. Who should be held accountable in these instances? The cases below may give us the answer.

At noon on May 26, 2001, the Chengbei Police Station of Jingjiang City, Taizhou, Jiangsu Province, rounded up several officers to arrest practitioner Mr. Chen Yanru, but he escaped. During a meeting with the local police, the secretary of the local Political and Legal Committee (PLC) of the CCP, Chen Hangao, claimed, “Putting aside all those trivial cases, homicide, and arson, we will pool all of our police forces to arrest Chen Yanru.” According to reliable sources, they paid 430,000 yuan for the arrest of Mr. Chen.

The PLC organ, which is in charge of China's police, procuratorate, and courts—but largely stays above the law—plays a central role in the persecution Falun Gong. The irrational decision of the PLC secretary, the resources squandered on arresting innocent Falun Gong practitioners at the expense of ignoring major crimes, and the cruelty with which the CCP treats Falun Gong practitioners can all be traced back to the regime's instigation and policies. The brutality of the persecution could never have reached this point had it not been for the pressures that were piled, layer by layer, upon all levels of communist officials. Jiang Zemin, who launched this tragic catastrophe, ranked persecution of Falun Gong as a crucial issue related to the survival of the CCP. Thus, the eradication of Falun Gong has become the CCP's most vital task.

The accounts released by Falun Gong practitioners make up only small part of this cruel persecution. As a matter of fact, cases of good people being arrested while true criminals are released are quite prevalent across China. In a police station in Dalian City, Liaoning Province, a practitioner overhead a police officer taking a call about a thief being caught. The officer said, “No, you should not have arrested that thief.” The person on the other end said, “We have spend a lot of energy catching him. What should we do now?” The officer was quite annoyed and went into a frenzy, “What should you do? Release him! Our leader has said, 'We only arrest Falun Gong practitioners, hands off everything else.' Release him!”

Zhang Zhikui, a practitioner from Dazhuangjia Village, Xinzhung Town, Zhaoyuan City, Shandong Province, resided in Changchun City, Jilin Province, for many years. He was cruelly persecuted for going to Beijing to appeal for the right to practice Falun Gong. According to him, “Fifteen days later, I was transferred to Balibu Prison in Changchun City, where all of the prisoners were Falun Gong practitioners. To make space for the practitioners, they released all of the other prisoners.” During that time, about 800 practitioners were held there.

Falun Gong teaches its practitioners to conduct themselves according to the principles of Truthfulness-Compassion-Forbearance in their work and everyday life. To eradicate Falun Gong, the CCP releases the criminals who undermine social stability and focuses on arresting Falun Gong practitioners who merely want to be good people. In the history of mankind, has anyone seen such a society, where the good and bad are so totally reversed? The moral corruption of China's society nowadays is closely related to the CCP's persecution of Falun Gong.
